Flight permits for non-commercial flights
Flights by foreign aircraft to, from or over the Republic of Lithuania are operated only with a permit. Permits for flights of state aircraft of the European Union and NATO Member States shall be issued by the Minister of National Defence or a person authorised by him. Permits for flights of state aircraft of other foreign countries shall be issued by the Ministry of Foreign Affairs of the Republic of Lithuania, in coordination with the Minister of National Defence or his authorised person. Permission to operate flights in urgent cases, the list of which shall be approved by order of the Minister of National Defence and the Minister of Foreign Affairs, is granted by the Minister of National Defence or his authorised person. He informs the Ministry of Foreign Affairs of the granting of the permit immediately.
Foreign aircraft do not need a permit to operate flights: in cooperation with NATO authorities and the armed forces of its member states, the Lithuanian Armed Forces may, upon the decision of the Minister of National Defence, operate flights in the airspace of the Republic of Lithuania by military aircraft of NATO and its member states, which are intended to perform airspace surveillance, control, and defence functions. When operating such flights, military aircraft of NATO and its Member States have the right to use military aerodromes and, if necessary, civil aerodromes, as well as to respond to violations of the sovereignty of the Republic of Lithuania in the airspace, in accordance with the procedure laid down by applicable legislations.
