Non-scheduled air services
The information below refers to flight permits for non-scheduled flights to/from Lithuanian airports, whereby the European Union (EU) comprises 27 Member States along with Iceland, Liechtenstein, Norway and Switzerland.
Flight permits for non-scheduled flights
The flight permit from LTSA is required:
- for non – scheduled commercial flight(s) from non – European Union (EU)/ European Economic Area (EEA) countries with a landing in the territory of the Republic of Lithuania and for such flight(s) from airports in the Republic of Lithuania to non-EU/EEA airports;
- for non – EU air carriers if non – scheduled commercial flight(s) is (are) operated from EU / EEA countries with a landing in the territory of the Republic of Lithuania and for such flight(s) from airports in the Republic of Lithuania to EU/EEA airports.
EU carriers do not need flight permits to operate intra-EU flights.
Flight permits for overflight, ferry, technical / fuel stopovers or ferry maintenance flights are not required for air carriers from ICAO member states, which do not require flight permits for such flights for aircrafts with Lithuanian registration on reciprocity basis.
Flight permit is valid 4 hours prior and 48 hours after the indicated departure time for the exact number of flights in the submitted application. Flight permit validity cannot be extended.
Apply for non-scheduled flight permit
Air carriers wishing to apply for non-scheduled flight permit need to fill in the Form C and submit it to the Lithuanian Transport Safety Administration (LTSA). LTSA must be also informed in advance if flight details change in the submitted application. LTSA issues the flight permit or provides reasoned refusal to issue it no later than within 5 working days from the date of receipt of the application.
Air carriers are required to provide the following information together with the application form:
- Certificate of civil aircraft, passenger, baggage and cargo insurance, which complies with rules stated in Regulation (EC) No 785/2004;
- Non-EU carriers must provide TCO (Third Country Operator) authorization or One-Off Notification issued by EASA;
- ACC3 (Air Cargo or Mail Carrier operating into the Union from a Third Country Airport) designation if cargo flight originates from third country airport.
In accordance with Article 3d of Regulation (EU) No 833/2014, the following information must be provided with the application form:
Aircraft Certificate of Registration;
General Declaration – passengers and/or crew names, surnames, nationalities (for dual nationals, both nationalities shall be included);
In the case of cargo, the freight manifest and air waybill;
Charter Agreement/Contract;
Information regarding Charterer of the flight:
in case of it is a natural person – name, surname, nationality (for dual nationals, both nationalities shall be included);
in case it is a legal person – information on who the ultimate owners are, specifying the natural persons, their names, surnames, nationalities (for dual nationals, both nationalities shall be included). Also, information about each of their parts of shares. This information must be extracted from the official state registry of the legal persons.
Air carriers cannot be included in the list of air carriers which are banned from operating within EU. The list is established by the European Commission in accordance with Regulation (EC) No 2111/2005.

The working hours are 07:00 – 16:00 from Monday to Thursday and 07:00 – 14:45 on Fridays (local time).
