Scheduled air services
The information below refers to scheduled flight permits for flights from and to Lithuanian airports, whereby the European Union (EU) comprises 27 Member States along with Iceland, Liechtenstein, Norway and Switzerland.

Legal base
- Regulation (EC) No. 1008/2008 of the European Parliament and of the Council on common rules for the operation of air services in the Community
- Resolution No. 285 of the Government of Lithuania of 17 March 2004 on the confirmation of airspace organization rules of the Republic of Lithuania
Foreign state civil aircrafts do not require flight permits for overflights or non-commercial stopovers in the territory of the Republic of Lithuania, provided that the aircraft has been registered in ICAO Member State, which does not require flight permits for such flights for aircrafts with Lithuanian registration on reciprocity basis.
EU air carriers are entitled to operate intra-EU regular flights without flight permits. However, EU air carriers have to provide regular flight schedules to the Lithuanian Transport Safety Administration (hereinafter – LTSA).
Non-EU carriers need to obtain operating permits for flights to/from Lithuanian airports from the LTSA. Such operating permits are issued based on bilateral or multilateral air service agreements between Lithuania or the EU and third countries. In the event that the Republic of Lithuania does not have air service agreement with the air carrier’s country, temporary operating authorization will be issued to operate scheduled flights.
Designated carrier status
EU carriers wishing to obtain traffic rights for scheduled flights from Lithuanian airport to non-EU airport are required to obtain designated carrier status. Applications for the designated carrier status should be submitted to the Ministry of Transport and Communications by email [email protected]
Applications are evaluated in accordance with the Act No. 3-298 of the Minister of Transport and Communications. Decisions on the designated carrier status are made within 20 working days from the receipt of application at the Ministry.
Flight schedules from Lithuanian airports
Air carriers must submit regular flight schedule to/from Lithuanian airports no later than 30 days prior the beginning of flight season (Summer period begins on the last Sunday of March, while Northern period begins on the last Sunday of October).

Air carriers must inform the LTSA about any deviations from flight schedules, itinerary changes, flight cancellations or additional flights no later than 3 days prior the flight.
Non-EU carriers must also provide the following documents:
- Aircraft type, registration and national affiliation of the aircrafts to be used for flight operations
- Certificate of Insurance, which complies with rules stated in the Regulation (EB) No. 785/2004
Civil Aviation Division employees will verify TCO (Third Country Operator) status for non-EU carriers as well as ACC3 authorization in case of cargo flights from third country airports.
